Imagine if Congress or the President abolished the program for the upcoming school year. Would people be any less upset now than they would if they were an entitlement? I agree it would be better to leave the program open for innovation, but I don't think slapping an "entitlement" tag on it would make it into political poison. I don't know if the social security/medicare analogy works. Both of those programs serve the elderly of all income levels. The Pell serves low-income teenagers. The first group votes.
