This chart shows that as 4-year public schools have increased the ratio of non-teaching professional staff to students, tuition, fees, and room & board (2008 real dollars) have climbed.
The added professional staff are typically in areas like diversity, sustainability (the latest big fad) as well as student health, counseling, and the like.
Some of it is in response to legal issues (mental health) but most of it probably is in response to demands of different groups (minorities, gays, feminists, environmentalists).
A lot of it actually has considerable support from and is being driven by students.
