One way to think about the Los Angeles case is as an understandable overreaction to an unacceptable status quo. For years, school administrators and union leaders have defeated almost any attempt at teacher measurement, partly by pointing to the limitations. Lately, though, the politics of education have changed. Parents know how much teachers matter and know that, just as with musicians or athletes or carpenters or money managers, some teachers are a lot better than others.

Test scores — that is, measuring students’ knowledge and skills — are surely part of the solution, even if the public ranking of teachers is not…

If principals and teachers are allowed to grade themselves, as they long have been, our schools are guaranteed to betray many students. If schools instead try to measure the work of teachers, some will inevitably be misjudged. “On whose behalf do you want to make the mistake — the kids or the teachers?” asks Kati Haycock, president of the Education Trust. “We’ve always erred on behalf of the adults before.”

Why don’t some universities compete by hiring teaching superstars? And why don’t others slash prices? The big problem is that high-status institutions such as universities tend to compete with each other on academic reputation (which is enhanced by star professors) and bling (luxurious dormitories and fancy sports stadiums) rather than value for money…

This luxury model is unlikely to survive what is turning into a prolonged economic downturn. Parents are much less willing to take on debt than they were and much more willing to look abroad for better deals. The internet also poses a growing threat…

spent a lot of money, along with many others, pushing for smaller schools and a lot of the push came because people jumped to the wrong conclusion when they discovered that the smallest schools were consistently among the best performing schools…

The problem is that because small school don't have a lot of students, scores are much more variable…

States like North Carolina which reward schools for big performance gains without correcting for size end up rewarding small schools for random reasons. Worst yet, the focus on small schools may actually be counter-productive because large schools do have important advantages such as being able to offer more advanced classes and better facilities…

The information will allow officials to add the funds generated by a faculty member for teaching and research and subtract that sum from the faculty member's salary. When the document -- essentially a profit-loss statement for faculty members -- is complete, officials hope it will become an effective, lasting tool to help with informed decision-making.

"If you look at what people are saying out there -- first of all, they want accountability," Ashley said. "It's something that we're really not used to in higher education: For someone questioning whether we're working hard, whether our students are learning. That accountability is going to be with us from now on."…
